Social protection

The section contains statistical information reflecting social protection of the population of the Republic of Uzbekistan: the number of pensioners - women and men registered in the bodies of social security, including by types of received pensions, the size of social security provided by the state to the population, the number of disabled people, including those firstly diagnosed as invalids, etc.

Pensioners are the persons receiving a pension in accordance with legislation of the Republic of Uzbekistan, residing permanently on the territory of the Republic of Uzbekistan.

Average monthly granted pension is calculated by dividing the total amount of granted monthly pensions by the number of pensioners registered in the bodies of social security.

Social protection of the population represents a set of legally-established economic, legal and social measures to ensure compensation for loss of income due to age, unemployment, disability and other, and also rendering of various types of assistance to specific groups of the population, including children, the sick, the disabled, the elderly, the poor, and certain groups of the population having special merits before the state, or groups which are in a critical condition.

Social protection is one of the main functions of the state and individual institutional groups, whose activities are regulated by the state.

During the years of reform the social protection system developed on the basis of the national model of transformation of the society and a socially oriented economy.

With the deepening and development of the reforms the priorities of social policy and social protection mechanisms changed.

Currently a multilevel system of social protection, which is based on the connection of two directions - social insurance and social assistance is created in Uzbekistan. Functions of the system of social protection are based on the peculiarities of socio-economic development of the republic and in line with the European System of Integrated Social Protection Statistics (ESISPS), which includes the following list: public health, disability, old age, loss of a breadwinner, family/children, unemployment, housing and social disorder.

Social security programs include social payments to be made under the mandatory state insurance, and are funded from the extra-budgetary funds (Pension Fund, Employment Fund) - age pensions, disability pensions and survivors ' pensions, and unemployment allowances.

Social assistance is rendered to poor regardless of participation in the social insurance system and financed from the state budget. In addition there is a number of other benefits in cash and in kind, which are provided to more than 20 categories of citizens who need state support.

The system of social protection is largely decentralized and implemented by various agencies of the state authorities, specialized non-budgetary funds of social orientation, enterprise administrations, NGOs; the state remains the central part in the system.
